Los Angeles County Community Development Commission
Building Better Lives and Better Neighborhoods

The Community Development Commission of the County of Los Angeles (CDC) is dedicated to meeting the affordable housing, community and economic development needs of the County’s 13 million residents. The Commission uses a variety of funding sources to provide a full range of housing choices and economic opportunities within unincorporated communities and many incorporated cities throughout the County.

The Housing Development and Preservation Division has developed more than 8,500 units of housing for the homeless, special needs populations, seniors and families, and conducts extensive rehabilitation and homeownership programs.

The Community Development Block Grant Division works closely with 47 small participating cities in the County to implement 400 community development activities for more than two million residents.

The Economic Development and Redevelopment Agency operates a variety of programs that stimulate and encourage business investment both for the retention and expansion of businesses and technology.

Los Angeles Housing Department

The City of Los Angeles Housing Department (LAHD) is charged with the development of citywide housing policy and supporting safe and livable neighborhoods through the promotion, development and preservation of decent and affordable housing. To accomplish this work, the LAHD finances the development and preservation of rental housing through its $100 Million Affordable Housing Trust Fund; provides first-time homebuyers with downpayment assistance; enforces the Rent Stabilization Ordinance (RSO); and ensures the habitability of all rental units through its award winning Systematic Code Enforcement Program (SCEP). The LAHD strives to provide housing opportunities to Angelenos earning between 0 percent to 150 percent of the area median income (AMI).
