The New York City Housing Development Corporation (the “Corporation” or “HDC”) is soliciting proposals for the services of one (1) Diversity, Equity, and Inclusion (DEI) Consultant.

HDC is a public benefit corporation, organized and existing under the laws of the State of New York (the “State”). The Corporation was established in 1971 for the purpose of providing and encouraging the investment of private capital in
safe and sanitary dwelling accommodations in the City of New York within the financial reach of families and persons of low income, which families and persons whose need for housing accommodations cannot be provided by the ordinary operations of private enterprise, through the provision of low interest mortgage loans.

HDC’s affordable housing mission is ultimately one of social justice, and so it is an organizational imperative that we sustain and support a diverse, equitable and inclusive workplace, that reflects the population we serve.

In 2020, HDC collected feedback from staff through Employee Voice Sessions, DEI trainings, and pulse surveys, to capture critical themes and points of feedback pertaining to Diversity, Equity, and Inclusion in the workplace.

HDC then took additional steps to lay the foundation necessary to integrate DEI Principles and best practices into our culture, operations, and practices.

Critical steps taken to date include:

  • Assigning a Director of HR & DEI Initiatives;
  • Formulating a DEI Framework that identified working priorities including:
    • DEI Centered Mission, Vision, Values, and Goals
    • DEI Focused Recruitment and Sourcing and
    • DEI Positioned Talent Management and Engagement;
  • Placing emphasis on DEI in our recruitment processes and partners;
    • Creating an internal DEI Council centered around 3 focus areas:
    o 1) Culture and Engagement within and across HDC
    o 2) Recruitment and Retention of Talent, and
    o 3) Making stronger connections within and across HDC to advance HDC’s affordable housing mission

RFP Submission Requirements

Submissions should include the following details:

• Fees and Commissions - Include itemized cost estimates for each of the deliverables delineated above, including information about any hourly rates for the proposed consultants and any applicable fees. Also include a sample contract for HDC to review. Please refer to the appendix (attached) for any additional needs/requirements.

• A description of you/your team, including their qualifications.

• A description of your experience and approach for providing DEI planning services to similar agencies.

• A description of your proposed process, including methods, procedures, and timeline for providing these services to HDC. Include a work schedule or timeline that identifies meeting dates, time frames for major work elements, target dates for key milestones and dates for completion of a draft and final plan.

• On a separate sheet, please provide the names and contact information for up to four (4) client references, preferably agencies or organizations for which you have recently provided similar services.

• While HDC expects that there will be several forms of engagement including surveys and focus groups, HDC is looking for a proposed assessment structure within the proposal.

• Participating firms will be required to submit their proposal incorporating all the requirements stated herein, along with any appendices and a Doing Business Data Form, via email to [email protected].

Submission Deadline: Submissions are due by 5:00 PM on March 31st, 2022.
