EXECUTIVE DIRECTOR

The Housing Opportunities Commission of Montgomery County is seeking a highly qualified candidate to lead and manage one of the nation’s outstanding agencies in addressing the need for, and transforming, affordable housing. With a portfolio that includes affordable housing, housing financing, housing development, and resident services, the agency’s operating budget of $303 million and portfolio assists 13.800 households through programs that include, but are not limited to, Housing Choice Vouchers, Section 236 Housing, Section 8 New Construction, Non-Federally Subsidized Mixed-Income Housing, Low-Income Housing Tax Credit Housing, Bond Financing, Homeownership, Scattered Site Housing, Rental Supplement Housing, Homeless Assistance, and Resident Services for both agency residents and those on the wait list.  The agency is governed by a seven-member Board and staffed with just under 400 employees. 

Montgomery County is the most populous county in Maryland with a 2020 Census population of 1,062,061 and is situated in the Washington D.C. / Baltimore MD Metropolitan Statistical Area. It is one of the most ethnically and culturally diverse counties in the U.S, with four of the ten most culturally diverse communities being in Montgomery County. It is also one of the most affluent counties in the U.S. and it has the highest percentage (29.2%) of residents over 25 years of age who hold post-graduate degrees.

Graduation from an accredited college or university with a graduate degree in public administration, business administration, real estate finance or a related field is preferred. A Bachelor’s degree with additional relevant experience would be considered in lieu of a graduate degree. Additionally, candidates must have a minimum of ten (10) years of progressively responsible experience with a housing finance agency, public housing authority, non-profit or for-profit affordable housing provider or management agency. Experience in leading and managing senior level staff and engaging with agency stakeholders is also required. Finalists will be required to provide academic and work history verification.  The consultant will complete criminal and credit history background checks.
